Analysis of implementation of governmental drug policy in Cheb region

The purpose of this thesis consists in describing and analyzing the state of implementation of anti-drug policy of the Government of the Czech Republic at the local level and in proposing possible measures to improve such state. Specifically, the Cheb region in Karlovy Vary Region is involved. In this bachelor's thesis, the anti-drug policy is described in its basic approaches, principles, international cooperation and institutional background and important documents. In the thesis, we also deal with the issue of the Czech drug scene, how and by which it was influenced, and how it was reflected in the anti-drug policy of the Czech Republic. It is later described in more detail in its coordination, strategy a respective documents. At the regional level, the thesis analyses the state of implementation of anti-drug policy of the Government of the Czech Republic, in particular with regard to its coordination and institutional background. Consumption of analgetics and their abuse in the Czech Republic

The work is primarily concerned with acting analgesic drugs, which is of considerable interest to measure the amount of analgesics consumed in the Czech Republic from 2005 to 2009, according to documents published by the State Office for Drug Control. This is a theoretical work, and although it contains elements of active data acquisition, so it is rather an analysis of the background, and therefore the practical part of this work is still presented as theoretical. Given the considerable breadth of the subject and the sample size of this group of drugs is a partial step of targeting simplicity of an inventory of the consumption of medicinal substances in the orientation of the ATC M01, M02 and N02, and also to express the route of administration according to the organism in the consumption of packaging distributed in the Czech Republic in that period of time. On the basis of this report is simultaneously pursued goals of this work - the abuse of drugs with the most concrete outcomes as possible, ideally the volume of abused analgesics. Abuse of new synthetic drugs among troubled users - distribution of NSD on open drug scene in the Czech Republic and their identification.

New synthetic drugs are a new phenomenon that is expanding in many countries. NSD mimic the effects of traditional drugs phenomenological, but retain the hallmark of legal substances. NSD legal status is due to the fact that theses new substances are controlled by the United Nations Single Convention on Narcotic Drugs of 1961 or the UN Convention on Psychotropic Substances, 1971. To the Czech Republic this trend came somewhat later than in neighboring countries, and especially in 2010, when sales NSD was mainly in shops. This sale was completed in April 2011 becouse of entering 33th NSD to the list of psychotropic and narcotic substances and moved mostly to the internet. NSD composition is often changing, due to disabling preparatory material, it follows that the risks associated with the use of NSD are unpredictable. Perception of riskiness of the new synthetic drugs (legal highs) among their users

There is a rise of new phenomenon in drug use in the last few years. There has been increase in the incidence of new synthetic drugs, or the so-called "legal highs" and their use in the general population became more frequent. Legal highs are substances that mimic the effects of illegal drugs, but they are not controlled by the United Nations Single Convention on Narcotic Drugs of 1961 or the UN Convention on Psychotropic Substances of 1971. These substances can produce comparable risks and harms simmilar to the illegal drugs (EMCDDA, 2009c). The aim of research conducted for the purpose of this thesis is to reveal how the risks associated with the use of these products are percieved by their users, whether their legal status has any influence on the perception of their safety and how do the users minimize risks that may be associated with the use of these substances Qualitative research carried out for the needs of graduate work used data obtained by two methods. The emergance of modern technologies has essential impact on the way people communicate, spend lisure and shop. The influence of internet has not avoid the market with psychoactive substances. Aproximately since 2008 has happend significant rise among the sops with new psychadelic substances(NPS). The rise of the shops has risen also an afford to monitor this new phenomenon. This thesis follows project Itrend that haas monitored the NPS shop in 2014 and 2015. The aim of the work is to provide more detailed estimate of this size of the market with NPS and the dynamics of its developement between years 2014 and 2106. Drugs, politics, media - agenda-setting process in pre-electoral period regarding the illicit drug issues

The thesis describes the theory of agenda-setting together with methodology of agenda-setting research, relationship between politics and the media, and the media picture of drugs and its determinants, with a goal to create basis for analysis of political agenda-setting into the media (MF DNES, Právo) in the period of three months prior to the parliamentary elections in the Czech republic in the years 1996, 1998, 2002 and 2006. Framing of the drug issues in the media, related to politics, is identified in the qualitative part of the analysis. Proportions of frames in the media and the political discourse are then analysed quantitatively. The conclusions of the thesis are that politics sets the drug agenda to the media in the pre-election periods, which was supported by the comparision of media and politics framing of drug issues, but not supported by the comparision of pre-election media frames and non-election periods. The qualitative study also discovered that in three of four pre-election periods the drug issues were of great importace both to the media and the politics, as for the legislation process in 1996 and 1998 and as for an electoral campaign of one political party in 2006.

Eva Drápalová ABSTRACT Background: One of the most significant new trends in substance abuse today is an unprecedented rate of new psychoactive substances (NPS) emergence on a global drug market. While collection of scientific data about the effects and risks of numerous NPS is a timely process, the substantial amount of information about the very same substances is being exchanged on drug discussion forums, creating a pool of data with a potential for research of the NPS trend. Aims: This dissertation aims to evaluate a potential of internet discussion forum content analysis methods by (i) describing and comparing the characteristics of discussion forum visitors to NPS users who do not visit such forums; and subsequently by comparing the internet forum content analysis results describing (ii) a prevalence of NPS use, (iii) effects and context of NPS use and (iv) discussed internet retailers selling NPS with data retrieved by other methods. Perception and assessment of cannabis quality among cannabis users and possibilities for harm reduction

Cannabis is the most used illicit drug globally. Nevertheless, cannabis users often do not have sufficient knowledge about cannabis. Definition of cannabis "quality" can include both desirable effects and safety profile of the product. Harm reduction approach is commonly deployed for other illicit substances and it is also necessary to advance it for cannabis. The aim of this research was to reveal what Czech cannabis users consider as "quality" cannabis and how they assess it. Respondents were asked what help them to prevent mental and physical harms and how it influenced the intoxication. For the purposes of this thesis, ethnographic research was chosen (Janeček, 2014). Collection of qualitative data was performed using the method of qualitative semi-structured interviews (Miovský, 2006). The interviews were coded using a method of grounded theory (Strauss & Corbin, 1999). Respondents' motivation for use was based on bio-psycho-socio-spiritual approach. Most of the participants distinguished "quality" cannabis by smell, level of intoxication, taste, structure and "health" aspects that depend on a method of cultivation. Impact of partial alcohol prohibition in the Czech Republic on the retail market with alcoholic beverages

September 2012 had become known as a synonym for the methanol scandal in the Czech Republic during which over a hundred of individuals were hospitalized and several dozens of the patients died. This all occurred due to the ingestion of the adulterated alcohol. Whereas partial and time-limited prohibition which restricted the sales of alcoholic beverages with the alcohol content of 20 per cent and higher, was enforced in the Czech Republic from 14th to 27th September 2012. Due to further emerging poisonings in recent years is the topic of the methanol poisonings still relevant. The aim of the diploma paper is to depict the harm reduction strategies targeted on reducing the risks of the methanol poisonings used by the vulnerable target group of the alcoholic beverages consumers. Further are being outlined the risk behavior patterns and strategies in the targeted group of participants. According to the above mentioned aims is relevant to investigate the process of compliance of the emergency measures focused on the end market with the alcohol. Data gathered in the interviews with the retailers will help to obtain the general overview of the situation and supply the information about the possible plunges of the prohibition implementation and the strategies of the demand reduction implementation.
