Schejbalová, Dominika ; Brunclík, Miloš (advisor) ; Švec, Kamil (referee)
The thesis analyzes the key conditions under which technocratic cabinets in Europe are formed. There are 45 technocratic cabinets in Europe since 1989. This year is connected with collapse of communist regimes in Central and East Europe and democratization. There are also similar political, economic and social conditions under which all governments are formed in this period. The thesis composed of nineteen chapters. Because of lack of literature we have to define the technocratic government at first. After introduction of this topic, the second chapter defines basic terminology. Another part of the thesis is about technocratic cabinets in individual European countries.
The role of obstructions in the Czech legislative system
Sedláček, Martin ; Brunclík, Miloš (advisor) ; Švec, Kamil (referee)
The main goal of this thesis is to describe the use of obstruction mechanisms in the Czech legislative system, where in the Chamber of Deputies of the Parliament of the Czech Republic, as key legislative institutions of the parliamentary system, has been making massive damages in the form of blocking the negotiation of draft laws for many years. The reasons that led to the Rules of Procedure of the Chamber of Deputies permitting the existence of this phenomenon are not quite obvious, but they are an integral part of the parliamentary culture of our country, which existence is mainly used by the legislative minority. Even though the Rules of Procedure have a clear wording, which allow the existence of obstructions, their use is often considered as unconstitutional, as their use often exceeds the affordable limit. The main objective of this theses is to introduce to the reader all the instruments that help to obstructions and subsequently to show their use in practice during the meetings of the Chamber of Deputies within the last three parliamentary term, including the period in progress.
Media reflection of partisan leader and its influence upon electoral success of the party in parliamentary elections in the Czech Republic
Vocel, Jan ; Brunclík, Miloš (advisor) ; Švec, Kamil (referee)
The key research question for my bachelor thesis deals with the problem of how great is the media image influence of the leader of a political party on the success in the elections. I will try to answer this question in the case of Jiri Paroubek, who was the leader of the Czech Social Democratic Party in the elections to the Chamber of Deputies of the Parliament of the Czech Republic in 2006. I decided to verify these theories, that explain the issue of leader and election campaign personalization. Then I carried out my research on two of the most famous newspapers on the right and left of the political spectrum: finding out how positive or negative was before the election the media image of Jiri Paroubek and Czech Social Democratic Party in these two newspapers. The research results are then compared with the pre-election opinion polls and election results and verified, if the media image of Jiri Paroubek was really different from his political party and whether it had an impact on the electoral success. It could help verify the validity of several theories, that leadership attributes of the leader have the great influence on the success of his party.

Ideological Profiling of the Political Party ANO 2011 and Its Relationship to Right-Wing Political Parties
Rysová, Kristýna ; Švec, Kamil (advisor) ; Mlejnek, Josef (referee)
This thesis analyzes how a new political party ANO 2011 operates in the Czech party system. The main objective is to find out if ANO 2011 is profiling as another right-wing party - in the context of the decrease of electoral votes of political parties ODS and TOP 09 - and whether this profiling influences the perspective on both parties. The first chapter introduces the theory of party systems using the concept of Giovanni Sartori. The following chapter deals with the theory of political parties, where particular emphasis is placed on developmental typology. The final chapter of the theoretical section deals with Klaus von Beyme's theory of party families. In the analytical portion, the attention is first directed to the comprehensive definition of the aspects that allow us to express ANO 2011 theoretically. Based on the analysis, ANO 2011 is defined within the party system, typology, and party families. The second part of the analytical portion focuses on the relationship of ANO 2011 with the right-wing parties ODS and TOP 09. This part analyzes whether there is an overlap between the election programs of ODS and TOP 09 and the ideological profiling of ANO 2011. Subsequently I theorize whether this aspect influences the future development of both parties. The findings indicate that ANO 2011...
The End of the CSFR and the role of political elits in this process
Vimmr, Martin Kryšpín ; Říchová, Blanka (advisor) ; Švec, Kamil (referee)
This paper focuses on the dissolution of Czech and Slovak Federal Republic in the context of Arend Lijphart's theory of consociational democracy. It is a comparative case study in which is compared the case of Czechoslovak federation with consociational democracy as a normative type. The paper consists of theoretical and empirical part. The consociational theory itself and its relation to the federalism are described in the first one. In the empirical part are sought all major consociational principles (grand coalition, mutual veto, proportionality, segmental autonomy and political discretion) in the Czechoslovak political system in the time around elections in 1992. The main reason why should be Czechoslovakia placed in the context of consociationalism is fact that the Arend Lijphart (author of the theory) himself identifies Czechoslovakia as a book example of consociational democracy. The existence of strongly divided segments in Czechoslovakia is proven in this paper by the same method as Lijphart uses in Netherlands. The election results of both ethnics - Czechs and Slovaks - were strictly divided in the years 1990 and 1992. This means that there were no political parties that were successful in both republics at the same time. Most of the consociational principles were found in the Czechoslovak...

Czech Republic - state or business?
Bambuchová, Jarmila ; Mlejnek, Josef (advisor) ; Švec, Kamil (referee)
The title of following thesis refers to an assertion made by entrepreneur and chairman of business firm party ANO 2011 Andrej Babiš. His slogan proposing 'to run the state in the same way as the firm' helped him to electoral gain accounting for 18,65% of votes securing the place in the government. Based on the broader theoretical framework of so called 'non-classical' economic approach to the notion of democracy this thesis focuses on the presence of economical features in functioning of two Czech political subjects VV and ANO 2011. Research unfolds at two levels. First, it concentrates on general considerations about theoretical significance of business-firm theories in the framework of functioning of democratic state. Second, it presents an application of these theories - a case study of two Czech political parties.
