They are parts - or even base - of media discourse about main topic, objects, subjects and time-space and others contexts. They are systematically coded according to discourse rules in a repeating categories and their overall configuration creates underlying concept of understanding the topic. The great inovation of this act has brought about significant changes, based in inspiration from the British model of social and legal child protection, which most strongly reflected in the concept of foster care, in increasing the participation of services users through continuous assessment of the child's situation and individual care planning. In order to unify common practice and ensure its quality, it has been chosen to achieve these objectives of unification the quality standards. In my qualitative research I am charting the attitudes of Departments of social and legal child protection at Prague Town district offices. Futhermore, using Kotter's eight-point process of changes, I search how much these attitudes have been reflected in the practice of managing their departments and facilitating the change process for the staff of these depatments. In the second round, the selection of researched leaders was guided by the idea of introducing "good practice". For this reason, the information is also briefly compared with the results of inspections carried by Prague City Hall.

It is clear from many sources that before the year 1989 people in the countryside did not live just meaningless lives, remarked and emptied by a totalitarian regime. In many cases, they tried to ignore the regime or they just were not interested in it. In their everyday life they created values, which were more important to them. However, they were able to realize the values mostly only partially. In order to achieve the things they considered important, their ingenuity, strategy and tactics were essential. A life in the...
