Application of municipal and regional legislation in ligt of their right to self-government

57 Aplikace právních předpisů obcí a krajů ve světle práva na jejich samosprávu Abstrakt: Tématem práce jsou podzákonné právní předpisy vydávané územními samosprávnými celky a především otázka jejich aplikace. Obecné soudy jsou dle článku 95 Ústavy oprávněny samy posoudit soulad podzákonného předpisu se zákonem. Autor se v práci zabývá otázkou, jak mají postupovat správní orgány, pokud se dostanou do obdobné situace. Autor v práci shrnuje dosavadní diskusi k vázanosti správního orgánu podzákonnými právními předpisy a rozšiřuje ji o úvahy ve vztahu k podzákonným právním předpisům, které vydávají územní samosprávy. Dochází k závěru, že Čl. 95 odst. 1 Ústavy je třeba vykládat tak, že shledá-li správní orgán, že je k tomu oprávněn, smí při vydání rozhodnutí neaplikovat podzákonný právní předpis územně samosprávného celku. Je zohledněn mezinárodněprávní dopad, především dopad do práva Evropské unie. Autor položenou otázku poměřuje s judikaturou Nejvyššího správního soudu, dle které je správní orgán povinen při své činnosti posuzovat soulad vnitrostátního práva, které aplikuje, s právem Evropské unie. A dále rozvádí úvahy, jaké má tato judikatura dopady na řešené téma. Design of shaped springs for mechanical resonators

This bachelor's thesis deals with the design of a structural flexible member for mechanical resonators. Such designed member could find application as part of a vibration generator system. Vibration generators are used to power sensors where it is not easy to supply electrical energy, especially in railway transportation, specifically in monitoring the condition of tracks. This thesis provides an overview of current constructions of vibration generators, drawing inspiration for the subsequent design of the flexible component of the mechanical resonator. Subsequently, a suitable construction is created to ensure proper functioning of the resonator at frequencies ranging from 15 to 50 Hz. The design takes into account the manufacturing process using laser cutting and 3D printing. Two versions are created, where the first is suitable for laser cutting, and the second is suitable for 3D printing. The designed flexible components are then kinematically excited, and their maximum deflection at the resonant frequency is determined using the Ansys and Simulink software. Lastly, a spring suitable for 3D printing is manufactured. Its maximum deflection and the maximum generated power are determined. At an acceleration of 1 m/s2, the system achieves a deflection of 0.5 mm, and the generated power in this case is 0.035 mW. With increasing acceleration, the pover values can reach up to 0.8 mW.

Occupational safety and health - summary The purpose of my study is to analyse legislation of occupational safety and health in Czech republic, which represents a set of measures aimed at reducing, or totally eliminating, the risks endangering lives and health of staff. The reason for my research is importance of that area, good working conditions are crucial for keeping high productivity and pleasant atmosphere at work. The text is composed of five chapters: Chapter One defines basic terminology used in the thesis, the chapter is subdivided into three parts. Part One defines "occupational safety and health" as complex and explains its mora; and economic importace. Part Two deals with definition of "health", Part Three defines "dependent work", which is very important to determine field of that legislation Chapter Two concentrates on historical development of occupational safety and health in Czech legislation. Chapter Three concentrates on international organizations in that area because of its major influence for national legislation, including the most important documents. Establishment and Development of European Scheme for Greenhouse Gas Emission Allowance Trading

The aim of this thesis is to describe and subsequently analyze the establishment and the development of the European legal regime for greenhouse gas emission allowance trading. Methodology of the thesis is focused on capturing the processes of establishment and development of the emission trading regime as processes of rather dynamic nature, having their causes and consequences, and so is not only an isolated description of each of their respective stages. The dynamics of development is analyzed within each of the basic elements of the emission trading regime, taking due account of the relevant case law of the Court of Justice of the EU. Given the considerable complexity of the subject concerned, and therefore also the need for integration of the analysis into a certain perspective, a brief explanation of the phenomenon of climate change, including its economic implications, as well as of the international legal framework set up to tackle this issue forms a part of this thesis.

Analysis of Economic Indicators Using Statistical Methods

The thesis deals with the offer of banking products in the Czech Republic and targets the offer of Volksbank CZ, resp. Sberbank CZ. Part of the paper describes the forming of the banking sector in the Czech Republic and the current situation. The paper also deals with the change of Volksbank CZ to Sberbank CZ. The analysis of the offer of banking products and costs related to accounts compares the position of certain products of Volksbank CZ with those of competition in the period from October 2012 to January 2013.
