Over the years, every major city turns into a knot of intractable problems: overpopulation, traffic jams, environmental degradation. Some countries make a faster conversion from an industrial development to an information growth phase, than the infrastructural changes take place. Therefore, environmental design and construction would not be short-termed, but rather will be the long-term targets for all the groups associated with the construction. The healthy living is one of the most important reasons to start a complicated long-term reconstruction of eco-cities. Successful ecological reconstitution requires a knowledge about already implemented exemplary solutions. For this purpose, the dissertation analyzes the basic ecological problems of settlements, analyzing the examples of approaches to improve the environmental performance of cities on the reference of foreign experience and creates criteria and principles for designing urban structures for healthy living in CR.

The demand for ecological development of towns and cities is urgent. Most contemporary cities have problems related to the environment, drinking water supply and energy. Studies of energetically autonomous residences occur; they explore the possibilities of use of renewable sources of energy, mainly solar technologies, in residential environment. SolarCity Linz/Austria is an example of effort for energetically economic and ecological solution of residential development, well thought out from the urban point of view. It allows definition of ecological indicators in a practical example as well as assessment of the extent of fulfilment of these indicators. It can also illustrate that even a very reputable example of an eco-city still has a great number of unfulfilled ecological requirements. However, it also shows that the ecological indicators allow comparison of various examples of eco-cities.
Formation of urban environment

Today, ecological state of urban environment has become one of the most pressing problems in the field of urban planning. Since the 1X60s, different research areas in architectural and urban-planning science theories have begun to form. These include: architectural ecology, construction ecology, urban-planning ecology or urban ecology. In addition to urban-planning engineers, architects and construction engineers, the representatives of various scientific fields are involved in environmental issues. Thus, the ”city-nature“ system is studied from different points of view; various facets and components of the system are researched. In the end, the efforts of many professionals should lead to deeper and more holistic understanding of the system functioning at the present stage of human civilization development.
International Cooperation in Assertion of Sustainable Development Policy

Nowadays, in contrast to the situation at the beginning of the ecology movement - the late seventies and early eighties, there is general social consensus that ecological planning and construction should not be a short lived whim but rather long term objectives for all groups involved in building. There is no shortage of concepts, planning and proposals. However, concrete examples of the magnitude required - i.e. anything over and above a detached house or a small settlement of 10 to 20 dwellings - these are still few and far between. The vast majority of new building, and also of urban renewal measures, comes nowhere near putting into practice the ecological design principles which could be implemented in today's world.

Over the years, evry major city turns into a knot of intractable problems: overpopulation, traffic jams, declining of ecological situation. Some countries make a faster conversion from an industrial development to an information age, than the infrastructural changes take place. For example, in Asia change the situation in traditional ways is virtually impossible. Because of that it is a modern trend to build new cities almost in the open field. In 2010 in the city of Lisbon took place of the presentation of a new, this time “portuguese” eco-city project, called PlanIT Valley. According to the plans of the organizers the city will be a model of settlements of a new generation, which won’t pollute the environment, and will be almost completely autonomous.
