Assessing the effectiveness of invested public resources to ensure the quality and availability of public cultural needs

Metodika je v prvním plánu určena správním orgánům v resortu kultury, které v rámci státní kulturní politiky zodpovídají za podporu rozvoje jednotlivých kulturních aktivit a organizací. Jde jednak o orgány státní správy a útvary krajských a městských samospráv, které jsou pověřeny praktickou realizací kulturní politiky, zpracovávají strategické rozvojové dokumenty a doporučení pro orgány místních samospráv na úrovni obcí (proto je jednou z významných částí dokumentu kapitola Zřizovatelé – poskytovatelé veřejné podpory). Metodika má dále sloužit potřebám klíčových veřejnoprávních a soukromých institucí činných v sektoru kultury – jak významných neziskových organizací, tak i soukromých subjektů – aukčních síní, galerií, divadelních souborů i hudebních těles. V druhém plánu má metodika sloužit vědeckým a výzkumným subjektům veřejnoprávního i soukromého charakteru, jak subjektům úzce zaměřeným na výzkum kultury tak i organizacím zaměřeným na řešení širších ekonomických souvislostí a dopadů kultury. Jde jak o výzkum kreativních odvětví, tak i o specifická vědecká zadání v jednotlivých ekonomických odvětvích (cestovní ruch, export kulturní produkce, mezinárodní kulturní spolupráce apod.).

Study of self-presentation of artist in the Italian painting of the 16th century - abstract Italian art of the 16th century, known as the Cinquecento, is undoubtedly a captivating chapter of art history. No less interesting are the lives of artists from that time, the understanding of self-value and its presentation, creating the artist's identity, i.e. their "artistic self". Within a century we may observe the transformation from a craftsman to an artist, and subsequently artist- the courtier. The main representatives of this "movement", trying to raise the status of arts and artists in the society, were Giorgio Vasari and Federico Zuccari. Each represented a different generation of artists; however, figures of both these painters are complemented in a curious way. There are moments when their lives meet and, in a certain way, follow one another. It is one of the reasons, why the connection Vasari-Zuccari is suitable for understanding social situation or the self-presentation of central Italian artists in the 16th century. The influence of Federico Zuccari on the education of Italian artists at the end of the 16th and in the 17th century

Federico Zuccari was a major figure of the Italian history of art in the late 16th 17 century, at a time when culminate efforts to prove higher than the substance of craft arts. One of these efforts was the creation of new artistic institutions, academies of art. Federico Zuccariho is very closely linked with the beginning of their activity. Today's essential objective Academy of Fine Arts, a teaching young artists, was in time of their shaping only secondary function. The development of academies as the first place educational institutions was a major objective of Federico Zuccariho. The most of his theoretical and literary production focuses on the appropriate form of teaching and the necessary level of knowledge (both practical and theoretical) students of Fine Arts. Lectures on the theory of the arts, particularly those that reveal his deepest essence, Disegno, Zuccari considers as necessity for awareness of the role artist new era. Zuccari is in their thoughts also a great systematist and didactics using new methods. Unfortunately, most artistic companies were not yet ready nor mature for his theory. Bad to say, the quantity of his advanced ideas remained only in its infancy realization or even failure in practice at all.
