The goal of this diploma thesis is to perform a hydraulic analysis of the existing water supply network Hrubá Skála – Radvánovice. The thesis is divided into several parts. The introductory chapter describes the purpose and objectives of the thesis. The second part presents general information about drinking water supply with a focus on pressure conditions on the network. The third part describes the mathematical modelling of water supply networks. The fourth part of the thesis describes in detail the individual objects on the Hrubá Skála – Radvánovice and Doubravice networks. It also provides information regarding the network recovery plan. The fifth chapter provides basic calculations and models the current state of pressures on water pipes in winter/summer and also according to information provided by the operator. The sixth chapter deals with five variants of the network recovery solution, where each variant is given a design, model and subsequent evaluation of this variant. At the end of the sixth chapter, all variants are compared with each other.

Storing of manure, treated sludge and feed on agricultural land
Svoboda, Pavel ; Wollnerová, Jana ; Kozlovská, Lada ; Klír, Jan
Solid manure of various livestock, compost and, more recently, digestate separates may be deposited on agricultural land under certain conditions. The rules for their imposition are laid down by legislation. The methods of storing treated sludge and voluminous fodder, such as silage and hay, and the operation of feeding grounds on agricultural land are also determined by current legislation. Of the mineral fertilizers, it is possible to deposit on agricultural land only the calcium fertilizer (sugar bowl, fertilizers based on ground limestone). The methodology responds to the changes in legislation in 2020 and 2021, is based, among other things, on agricultural practice and provides comprehensive guidance for storing these materials and operating feeding grounds on agricultural land. It clearly describes all measures aimed at maintaining the quality of the material stored and reducing the risk of environmental pollution, in particular surface water and groundwater. It also recommends the possibility of reclamation after delivery of fertilizers, treated sludge, removal of feed and closure of the feeding grounds. Particular attention shall be paid to measures addressing the potential of sites in vulnerable areas identified under the Nitrates Directive Action Programme. Last but not least, the methodology also includes instructions for selecting a suitable place to store fertilisers, treated sludge and voluminous feed, or a place to feed, using data from the Land Register (LPIS) at the Farmer's Portal.

Analysis of selected aspects of directive 2019/790 on copyright and related rights
Baliak, Matúš ; Svoboda, Pavel (advisor) ; Šmejkal, Václav (referee)
1 Analysis of selected aspects of directive 2019/790 on copyright Abstract The Internet age gave rise to new ways of creation, distribution and use of copyrighted works, hitherto unknown business models. The Copyright Directive, which represents a revolution in the legislation for giving the public access to copyrighted content on the Internet, was meant to responded to this development. The directive primarily imposes strict direct liability on service providers for copyright breaking content shared by their users, moreover it grants copyright to publishers of print publications. This directive has been a much-discussed topic in recent years due to its unclear interpretation and the public's concern about the censorship of internet by upload filters. Subject of this diploma thesis is the analysis of the copyright directive in the light of European Union law, important case law of the CJEU in the field of copyright and the protected use of works on the Internet and the applicable legal order of the Czech Republic. The work is divided into an introduction, seven chapters and a conclusion. The first two chapters are devoted to analysis of the conceptual features of copyright-protected work and online content-sharing service provider, as the subject of protection and the addressee of the obligations set out in...

Sovák, Zdeněk ; Svoboda, Pavel (referee) ; Kučera, Tomáš (advisor)
This bachelor thesis deals with the assessment of the municipal water supply system of Vohančice. It describes the current state of water supply, which is used to create a hydraulic model of the water supply network. The thesis focuses on the pressure and flow conditions of not only the current water distribution network but also the future planned extensions. Finally, options for measures for possible optimization of the water supply network are developed.
Directive on environmental liability with regard to the prevention and remedying of environmental damage and transposition in the Czech legal system
Jelínková, Petra ; Tichý, Luboš (advisor) ; Svoboda, Pavel (referee)
The subject of my master thesis is the EU directive 2004/35 on environmental responsibility, prevention and damage redress, its implementation into the legal order of the Czech Republic and the potential impact of undue transposition of the directive. The first part of my thesis deals with the harmonization need in this area and with the directive itself. Following a brief introduction of the directive, I'm presenting an overview of its basic institutes and their legal form. I'm also making an effort at identifying possible shortcomings of the directive. The basic institutes of the directive include: key principles, the environmental damage itself, operational activity, responsibility mechanisms, financial safeguards and the administrative procedure to impose a preventive or a remedial provisions. The second part of my thesis deals with the theoretical aspects of appropriate implementation, such as the interpretation of the directive, a timely adoption of the transposition provisions, proper projection of the content of the directive, due form of the transposition provisions, the application of EU norms, the equivalence and effectiveness imperative and the internal Czech rules for the implementation of EU norms that have been laid down by the governmental provision Nr. 1304 (methodological directions). The...
Omission of EU's member states leading to the liability for damage
Škarpichová, Jarmila ; Svoboda, Pavel (advisor) ; Král, Richard (referee)
OMISSION OF EU's MEMBER STATES LEADING TO THE LIABILITY FOR DAMAGE RESUMÉ This thesis deals with the responsibility of the member states of EU for damages caused by failure of member states. Both problems are solved in this work, as general requirements for liability relationship, as description of these failures modes with numerous references to case law of the European Court of Justice. Indeed, case law represented a huge range of sources for this thesis. To sum up the work into several points, we can start by making a breakthrough in the issue of liability in the European Union which Francovich case meant. This case established the rule that it is the responsability of member states to implement EU law properly and in time and provide protection to the rights that follow these standards. This rule was followed by other cases which are called "the first generation of cases liability" by many authors. Typical liability sentence: unlawful act (caused by the EU's institution), the damage suffered by the other party and the causal nexus, was subsequently supplemented by the Schöppenstedt criterion, which established the rule that during the process of adopting EU's legislation must be sufficiently serious breach of the law standards, which serves to protect the individual. The last unification of the...
Matrix effects in LC-MS analysis: occurrence, evaluation, and their elimination
Svoboda, Pavel ; Nováková, Lucie (advisor) ; Švec, František (referee) ; Havliš, Jan (referee)
Abstract Charles University, Faculty of Pharmacy in Hradec Králové Department of Analytical Chemistry Candidate: Mgr. Pavel Svoboda Supervisor: Assoc. Prof. PharmDr. Lucie Nováková, Ph.D. Advisor: RNDr. Hana Vlčková, Ph.D. Title of Doctoral Thesis: Matrix effects in LC-MS analysis: occurrence, evaluation, and their elimination The dissertation thesis deals with the issue of matrix effects in analysis using liquid chromatography coupled to mass spectrometry (LC-MS). LC-MS represents a well-established, widely used, and powerful tool in the field of qualitative and quantitative analysis of a wide range of different compounds. Despite all the advantages offered by LC-MS such as sensitivity, selectivity, and robustness, it suffers from a major drawback represented by matrix effects. This undesirable phenomenon affects important parameters of LC-MS method such as accuracy, precision, linearity, limit of detection, and limit of quantification. Therefore, an evaluation of these effects should be involved in validation of every single LC-MS method and their source should be eliminated. The assessment is generally performed by qualitative and quantitative approaches such as post-extraction addition, post-column infusion, and comparison of slopes of calibration curves. The matrix effects can be reduced or...

An impact of the recent economic crisis upon the control of mergers of competitors in the EU The purpose of this thesis is to analyse an impact of the recent economic crisis upon the control of mergers of competitors in the EU. It is established as an initial hypotheses that the economic crisis had considerable impact upon the EC merger control. The thesis is composed of six chapters, each of them dealing with different aspects of the above mentioned topic. Chapter One is introductory and defines basic terminology used in the thesis. The chapter is subdivided into two parts. Part One describes pre-crisis legal framework of EC merger control. Part Two deals with dominant pre-crisis theoretical approaches towards EC merger control. Chapter Two examines origin and development of the recent economic crisis, various regulatory responses to it, as well as the joint action of EU Member States towards dealing with consequences of the economic crisis. The chapter consists of seven parts, last one of them attempts to compare current situation in the EU with historical example of US antitrust enforcement during national crises. Chapter Three is focused on the impact of the recent economic crisis on EC merger control. It is subdivided into nine parts and provides an outline of the consistency on the principles...
