Jestřebecký, J. Crisis management in the energy sector. Master’s thesis. Brno: Mendel University in Brno, 2023. The master’s thesis deals with the crisis management of an enterprise oper-ating in the energy sector as a supplier of electricity and natural gas. The aim of the thesis is to identify and quantify the impact of the current energy crisis and related legislative regulations on the company's management through risk man-agement tools, crisis management, analysis of the company's external and internal environment. Subsequently, measures will be proposed to reduce the impact of the crisis and to adjust the company's future activities with regard to possible fu-ture market scenarios.
The phenomenon of hybrid activities of state and non-state actors

The rigorous thesis deals with the issue of hybrid action of state and non-state actors using a wide range of tools of power to promote their own interests. The primary intention is to relate the content to the concept of security according to the Copenhagen school, which was one of the most important in the second half of the 20th century after the collapse of the bipolar world order to expand the dimensions of security. The definition of the main concepts of security is further extended by Clausewitz's concept of war and the American concept of Theory of Victory. The introductory theories are followed by an analysis of key theoretical apparatuses of important Western, Russian and Chinese security experts, which are then compared in relation to the essential factors of individual hybrid approaches. The work further describes in detail the significant categories of tools such as soft power, hard power, smart power and sharp power. An important part of the work is also the analysis of state, non-state and proxy-state actors, as the main carriers, users and representatives of hybrid action. In this context, the key determinant is the chosen reference object in the form of the Czech Republic. To complement the issue, the work also includes the related area of facing hybrid threats and hybrid action...

Tool for Automated Penetration Testing of Web Servers

Táto práca sa zaoberá témou kybernetickej bezpečnosti s dôrazom na bezpečnosť webových serverov. Zahŕňa technológie, ktoré sa používajú na ochranu webových serverov pred častými bezpečnostnými hrozbami. Ďalej sa práca venuje spôsobu odhaľovania týchto bezpečnostných hrozieb pomocou rôznych metodík penetračného testovania a zoznamu OWASP TOP 10. V praktickej časti je vyvýjaný framework pre automatizované testovanie webových serverov. Integruje funkcionalitu vybraných nástrojov a poskytuje podporu pre uživateľom definované moduly. V závere práce je funkčnosť nástroja overená v simulovanom prostredí.
Risk analysis in relation to the civil protection of the City of Tábor

The thesis deals with risk analysis in the city of Tábor. The first goal of this work was to identify the most serious anthropogenic and naturogenic risks in the city of Tábor and their subsequent analysis. The second goal was to create a risk analysis from the perspective of the population and subsequent comparison with the city's own risk analysis. To achieve these goals, multiple risk analysis methods have been used to examine the issue from multiple angles. One of the ways to identify the most serious anthropogenic and naturogenic risks in the city of Tábor was a questionnaire survey, which included a semi-quantitative "PNH" method, which the respondents had to fill out. The research group consisted of 1024 respondents from the city of Tábor. Within the questionnaire survey, it was found that 34.1% of the inhabitants of the cadastral area of the city of Tábor have experience with fire or explosion in buildings and industry. Another note that is worth noting is the fact that 10.5% of the research group has encountered a life-threatening event in their lifetime, yet in a semi-quantitative analysis from the point of view of the population, the level of risk for this event was moderate. On the contrary, in the author's semi-quantitative risk analysis, the risk of leakage of a dangerous substance was classified as an undesirable risk. In response to the output of the multicriteria analysis and semi-quantitative analysis, the ammonia and chlorine leakage was modeled using TerEx software. The findings presented in this thesis are intended for the general public, mainly for the inhabitants of Tábor, who want to learn something about the risks occurring in their area of residence.
Comparison of knowledge of laymen and experts about extraordinary events caused by the elements

The diploma thesis deals with the issue of natural elements. These elements are also associated with extraordinary events that often result in the loss of human life. The work characterizes the basic events that relate to extraordinary events of a natural nature. It defines individual extraordinary events caused by natural disasters, their subsequent resolution by crisis management bodies, the application of relevant laws and marginally mentions the most famous natural disasters in our country and in the world. At the same time, the diploma thesis examines knowledge with the help of a questionnaire survey of lay people and experts, which are subsequently analyzed, interpreted and hypotheses solved using statistical methods.
Disinformation as a security threat in the Czech information space in connection with the SARS-CoV-2 pandemic

The thesis deals with the problem of disinformation news in the Czech information space, with attention paid to disinformation in connection with the SARS-CoV-2 pandemic. The aim of the thesis was to identify selected disinformation that appeared in the Czech information space in connection with the SARS-CoV-2 pandemic and to put them in context, to examine the impact of disinformation messages, the dangers of underestimating them, and to answer the research question what impact disinformation had in the Czech information space in connection with the SARS-CoV-2 pandemic. To achieve the objective, a quantitative research strategy was chosen and implemented through a questionnaire survey focused on the spread of disinformation news, the viewership and credibility of selected disinformation media in the context of other media, mass forwarded emails, attitudes towards disinformation news and sources of information in the society-wide context. The research sample consisted of 511 respondents from the Faculty of Health and Social Sciences, University of South Bohemia. The results uncovered some gaps in the aforementioned areas of research, even though students are being prepared to provide work, care and services in many areas of health care facilities and beyond, and medical, biological, natural science and advanced nursing and scientific knowledge is an important line of study for them. Nearly one-third of respondents (29%) agreed with more than one misinformation question. Further, 74% of respondents agreed that someone in their environment has changed behaviors or attitudes because of misinformation related to the SARS-CoV-2 coronavirus pandemic. At the same time, exactly 30% of the respondents show a certain level of vulnerability in terms of succumbing to the effects of misinformation messages, as they are unable to recognise misinformation or to express themselves clearly on the issue. Due to the combination of vulnerability, following society-wide events mainly on online networks and in TV, their age and social status, the possibility of succumbing to radicalisation is several times higher than in the rest of society. Therefore, the above findings in this thesis are an important finding that should start receiving much more attention than it has so far. The thesis is aimed primarily at the professional community and offers a relatively comprehensive view of the issue.
Risk analysis of a municipality with extended powers Sedlčany

The aim of the master thesis is to evaluate, by means of risk analysis, whether risks that could lead to an emergency event could occur in the territory of Sedlčany. Due to the constant development, new risks arise for which it is necessary to prepare. The risks can be prepared for by means of a multi-criteria analysis, which I have prepared for the territory of the ORP. To achieve these objectives, I have identified the threats that may occur in the territory. The threats are divided into three categories: acceptable, conditionally acceptable and unacceptable. For each threat, variables were used to determine the probability of occurrence. Probability and consequences were assessed by semi-quantitative scales that are 10-point scales. The coefficients determine frequency, lethal impact, endangerment of persons, environmental damage, direct damage and cost, constraints on persons, duration, and constraints on society. The investigation revealed that the territory of Sedlčany ORP is threatened by 36 risks that could lead to an emergency. In some cases, an emergency may grow into a situation where the normal forces and means to avert it will not be sufficient. A state of emergency could then be declared. According to the risk analysis, such emergencies would include natural floods, flash floods, epidemics and widespread power outages. The ORP not only prepares for these emergencies, but also needs to know the type of plans that identify 23 emergencies that could occur regardless of the results of the risk analysis. The results were consulted with the crisis management officer Jan Kundrlík and with the Fire Brigade in Příbram, specifically with mjr. Mgr. Kristýna Vojtíšková.
Risk analysis in the municipality with extended competence Sobeslav with proposal of following measures to protect the population

This diploma thesis entitled Risk analysis in the municipality with extended powers Soběslav with a proposal of subsequent measures for the protection of the population with regard to the analysis Risk analysis of a municipality with the following competences Soběslav. Describes the security environment, strategies, risks and threats and individual components of the security system of the Czech Republic. The theoretical part mentions the basic legal regulations related to the issue of work and defines the definitions of terms to the issue of risk analysis, crisis management and protection of the population. The work also mentions the security system of the Czech Republic and components of the Integrated Rescue System. I also deal with the crisis management system and crisis planning documentation. At the end of the theoretical part I describe measures to protect the population. In the practical part, a multicriteria risk analysis for the territory of the administrative district of the municipality with extended powers Soběslav is performed by the method of expert estimates. It includes the characteristics of the area in terms of administrative division, demography, climatic conditions, infrastructure, etc. Graphically shows the accuracy of answers to individual questions in the questionnaire survey and statistical processing of results for better evaluation. The aim of the work was to identify threats and perform a risk analysis in the municipality with extended powers and compare with the current crisis plan of the municipality with extended powers Soběslav. To achieve the goal, three research questions and one additional hypothesis were set. The first question was "How is the municipality prepared to deal with emergencies" and the associated hypothesis "Awareness of citizens and experts in public administration is sufficient", for better processing of results. The second question "What are the risks that threaten the population of the administrative district" and the last question asked, "To what extent is the contingency plan functional". In order to achieve the set goal and answer the research questions, an additional questionnaire survey was conducted. The obtained results were processed in MS Word and MS Excel and with the help of descriptive and mathematical statistics methods. The developed risk analysis for the territory of the municipality with extended powers Soběslav can serve as a study material for experts in public administration with a focus on crisis management or as a teaching basis for students of protection of the population. Furthermore, the work could serve as a methodological tool that will contribute to the readiness to deal with emergencies and crisis situations in the municipality with extended powers Soběslav.
Protection of soft targets in the Czech Republic

This bachelor thesis entitled Protection of soft targets in the Czech Republic deals with current issues related to the security of soft targets in the Czech Republic. The goal of this thesis is to analyze the security of selected Christmas markets in December 2020. It is necessary to draw attention to the fact that all events which took place in the Czech Republic were affected by pandemic measures due to SARS-CoV-2 coronavirus infection throughout the whole year 2020, hitherto fairly unchanged to April 2021. These measures also applied to all mass public events that were directly dependent on the development of the pandemic at the time of the Christmas markets. The first aim of this thesis is to analyze security measures of selected public events - dec. 2020 Christmas markets in towns, namely: Praha, České Budějovice, Český Krumlov, Písek and Týn nad Vltavou. The selection procedure of cities mentioned above was carried out in the way that capital, regional and district cities were represented. Thus, the result is an evaluation of the degree of vulnerability of the Christmas market and their mutual comparison. The second aim of this thesis is to devise a leaflet that would clearly inform the public about the basic principles of behaviour in an attack on a soft target. Apart from the goals mentioned above, to investigate whether is the security/protection of soft targets at the selected public events in the Czech Republic is sufficient, statistical research has been implemented. The method of qualitative analysis of available literature is used to carry out this thesis. For the qualitative research, a selected number of Christmas markets was chosen concerning the situation at the time of the Christmas markets, the theoretical saturation was fulfilled. Based on the research results achieved in this thesis, there is a lot of room for improvement of existing security measures. Moreover, the protection of soft targets ought not to be belittled, given the current developments in both local and world politics. The results of this bachelor thesis can be used to obtain a comprehensive view of the issues addressed and the possible practical use of information obtained through research to improve the security policies in public events.
