Unmanned Aerial Vehicles in US National Security Policy. New Face of War of Terror
Matějka, Stanislav ; Raška, Francis (advisor) ; Anděl, Petr (referee)
The paper deals with the use of unmanned aircraft of the American national security policy. It examines the history of unmanned aviation, its military use, and cost- efficiency. It then examines the main obstacles and problems with their use in national security that this technology meets and will meet in the future after a higher level of autonomy is developed. These problems involve legal issues, international and domestic American law, the issue of civilian casualties, the role of the media, and public opinion. The final chapter focuses on the problems of technical, strategic and operational issues. In this section the research paper comes to the first conclusion which claims that the introduction of more autonomous systems to war will radically change its structure and, consequently, standard procedures and strategies. Case studies are included to illustrate how successful the drone strategy is applied in the five countries where the United States leads a war on terror. The research using the theory of the revolution in military affairs concludes that these UAVs pose the greatest challenge in history and it goes well beyond military matters. UAVs in national security affect the understanding of the basic principles of war in relation to the concepts of warrior ethos and just war.
Israeli Precision Strikes after the Second Intifada: On Target or Missing the Mark?
Hawkins, Andrew ; Bureš, Oldřich (advisor) ; Hynek, Nikola (referee)
During the Second Intifada, Israel shocked the international community by becoming the first country in the world to publically announce an overt policy of targeted-killing. While utilized by Israel in previous conflicts, the Second Intifada was a turning point in Israeli history due to a series of dramatic changes introduced to its targeting policy which would sharply contrast those which were previously utilized. This diploma thesis analyzed thirty-eight cases of Israeli targeting operations conducted both before and during the Second Intifada to determine if the changes made to its policy during the Second Intifada resulted in more or less successful targeting operations compared to those conducted prior to this time period. The results of this study indicated that, following the introduction of the aforementioned policy changes, Israeli targeting operations during the Second Intifada were less successful than those conducted prior to this time period.

Saudi Arabia and its "Soft" Approach in Counterterrorism
Rakovská, Petra ; Bureš, Oldřich (advisor) ; Charvát, Jan (referee)
The thesis deals with the phenomenon of global terrorism and Saudi's counterterrorism strategy. This strategy consists of several "soft" counterterterrorist measures, which represent some sort of innovation in the field of counterterrorism. The first part is an introduction into the background of the thesis. It introduces the key terms, such as terrorism, counterterrorism and its main concepts, typology and root causes of terrorist activity. Saudi Arabia is presented as islamic country and corrupt interpetation of the islamic ideology is supposed to be the cause of extremism. Other parts of the thesis are dealing with the "soft" approach itself, which was launched in the aftermath of Rijad terrorist attacks in 2003. There is an attempt to explain its individual components, whilst the PRAC strategy is considered to be the key part. PRAC strategy offers counselling and rehabilitation to extremist individuals or sympathizers with terrorists. Saudi authorities have implemented some other countermeasures, which are then clarified by the author. Eventually, the author evaluates the approach and outlines its advantages and disadvantages.
U.S. Homeland Security: Reality or Myth? Domestic counterterrorism post-9/11
Bernardyová, Alžběta ; Raška, Francis (advisor) ; Anděl, Petr (referee)
Diploma thesis "U.S. Homeland Security: Reality or Myth? Domestic Counterterrorism post-9/11" examines the change in U.S. domestic counterterrorism policy after the terrorist attacks of 9/11. More specifically, it focuses on the U.S. government's reorganization, which led to the creation of the Department of Homeland Security. As outlined in this thesis, the homeland security agenda was aimed at unifying the U.S. efforts to prevent terrorist attacks within the United States, reducing America's vulnerability to terrorism, and minimizing the damage and recovering from attacks that do occur. This thesis sets out to answer two interconnected questions: (1) whether the proposed homeland security agenda led to an efficient and unified system of U.S. domestic counterterrorism measures based on enhanced information sharing; and (2) why, in spite of the unique opportunity created by the 9/11 attacks, a comprehensive reorganization of the U.S. government to create a coherent homeland security agenda did not materialize. Throughout this thesis, it is argued that an efficient U.S. government reorganization was obstructed by three main factors. First, the change was obstructed by the organizational nature of the government agencies. Second, the reorganization was hindered by the "rational choices" of the U.S....
