The local fees in the Czech Republic
Turek, Jan ; Sedmihradská, Lucie (advisor) ; Kostohryz, Jiří (referee)
My diploma thesis aims to assess the planned amendment to the law on local fees and show the changes that have to occur. The planned amendment changes slightly rights and responsibilities of the municipality in the implementation of local taxes. In my diploma thesis we deal in detail with two kinds of charges - local fee for spa or recreational stays and a local charge of accommodation capacity. Rating of planned amendment preceded by analysis of the municipalities that collect those fees. I am focusing on the revenue side of their budgets. The first two chapters are theoretical. I generally describe how the law in Czech Republic influences the structure of public administration and how it prepares the budget of the municipalities. They are characterized by certain local fees and their legislative framework. The practical part is devoted to analysis of two local taxes in 10 selected municipalities and their final share in nationwide revenue from local taxes. The final part evaluates the planned amendment, indicates and shows possible problems that could occur in the future.
How to prevent the proliferation of Legionella pneumophylis in hot water in the hospital Czech Krumlov
This diploma thesis deals with microbiological quality of hot water in a hospital in Cesky Krumlov as well as hot water piping condition with respect to Legionella. It also deals with arrangements for improving the quality of hot water in this hospital. The subject and target of this thesis are the findings of the mentioned parameters based on own observations, technical documentation and analysis of warm water performed by an accredited laboratory. The hospital in Cesky Krumlov, the construction of which began in 1909, was built in 1911 as the 'Nemocnice Císaře Františka Josefa I.' As the time went by, new buildings were built up. The hospital was renamed to 'Všeobecná veřejná nemocnice' in 1942. In the following years the hospital expanded until the current condition. Water quality and presence of Legionella is a world-wide issue, which we must fight against. The thesis is divided into two parts. First, theoretical part, which includes both general and specific knowledge about Legionella, its health risks, the environment in which it occurs, possibilities of eliminating, suitability of the material for hot water pipes, gained in professional literature and a part of the Czech legislation dealing with public health protection, the law 'No. 258/2004 Coll.' in actual version and quality of drinking water and hot water. In the second, empirical part, I focus on the situation of the hospital in Cesky Krumlov from 2009 till 2015, concerning newly built boiler room and the whole distribution system of hot water regarding Legionella. Particularly I focused on materials used for ecologisation of the gas boiler room and materials used for hot water pipes and actual state of water distribution in individual buildings of this health care facility. I mentioned the analysis of the water samples performed by an accredited laboratory with corresponding technical documentation, which concerns the water distribution system, provided by the medical facility. I used secondary data analysis to evaluate these documents. Regarding the results from 2009 to 2015 the microbiological quality of warm water doesn't meet the limits defined in the Attachment No. 3 of the above mentioned law Order 252/2004 Coll. Limit value for colony forming units of Legionella is set to maximum of 100 CFU. In most of the samples this limit was exceeded by series of units up to hundred thousands of units. The last results in 2015 prove improvement of the unfavorable situation. In that year the analysis was tested three times. First in February, where the CFU units were 'only' in hundreds, with the top value of 550 CFU in the Postacute Care ward. Second analysis was performed in June that same year. Results were acceptable. The highest value was 64 CFU. Last analysis in the hospital was performed in December. Increased concentration of Legionella was again in the Surgery building. There were established of 1400 colony forming units. There were 300 CFU in the Postacute Care ward and the limit value of 100 CFU was in the ward of Internal medicine. The answers to research questions 'How to prevent reproduction of Legionella peumophylis in the water distribution system of the hospital in Cesky Krumlov?' and 'How to ensure a sufficient amount of quality hot water in the medical facility?' are included at the end of the stated recommendations. A risk factor causing the fast reproduction of Legionella is the old water distribution system in most of the buildings and low water temperature of water leaving the boiler, which is 55°C. All mentioned results and evaluations are included in this thesis as well as attached pictures, which show the environment and situation within the Health Care Institutions.
Indoor air quality in kindergartens and primary schools L. Kuby 48, České Budějovice
The bachelor thesis deals with the quality of the internal environment at primary school and kindergarten L. Kuby 48, České Budějovice which are connected in one area. Its substance is the measurement of carbon dioxide, humidity and temperature in relation to the time and its impact on pupils based on my own observations and findings. The thesis also includes a survey on the basis of which was evaluated the connection of primary and nursery schools. The establishment of primary school is dated in 1927. The Kindergarten was established in 2011 in the former area school clubs built in 1969. Quality of internal and external environment is getting worse and is still a hot topic. Indoor air is dependent on many factors which is influenced by. The thesis is divided into two main parts. The first, the theoretical part deals with general and specific knowledge of pollutants occurring in the internal environment of buildings, their increase or decrease and the reasons for change and the overview of concentrations reported in the literature and legislation. In my thesis are mentioned the individual components of indoor air, their causes, sources. Of these substances I focus on a substance which most influences the quality of indoor climate and that is the carbon dioxide or CO2. This compound is introduced in my thesis. There are presented its usual concentration in the interior and the exterior, sources and health consequences which may be caused by high concentrations. The carbon dioxide has according to applicable legislation limiting concentration of 1000 ppm. During the measurements acquired by values in the indoor environment from 705 ppm to 3225 ppm. The threshold of concentration for this thesis was set at 1500 ppm. In the second, the empirical part, were used two methods of processing. The first method was a secondary analysis of data obtained from primary school and kindergarten L. Kuby 48 and on the basis of my investigation. The results of measurement and investigations are presented in my thesis. I present the measured values which were investigated. The survey was conducted in six rooms. For each surveyed room is described the current situation at the time of measurement, specified and graphically measured values. For the measurements in most cases was set up so called the step of measurements for period of two minutes i.e., every two minutes were recorded actual measured values of studied variables, which were then processed and evaluated. In all classes were found to exceed the limit concentrations of carbon dioxide. The temperature and the humidity were acceptable according to the legislative regulations. The second method is the method used for querying the use of quantitative research by technique of an anonymous questionnaire stated in the annex. During this investigation was asked a total of 140 respondents. For the assessment has been used 127 questionnaires. Between those interviewed were children of secondary school, also parents of children from primary school and parents of children from kindergarten. Questionnaires were statistically analysed and evaluated on the basis of the hypothesis. By the following research, were both stated hypotheses confirmed. In the case of the first hypothesis that the combination of primary and nursery schools in one area is an advantage for parents and children 75.78% of respondents answered YES. The remaining 24.22% answered NO or did not answer. When querying on the second hypothesis, whether the parents are satisfied with the operation of primary schools and kindergartens L. Kuby 48, 82.35% of respondents answered YES. The remaining 17.65% of the respondents answered NO or did not answer again. The respondents' answers and evaluation of questionnaires is graphically recorded in the thesis. Parts of this thesis are attached photographs which document the progress of measurements.
