Normality of the exception? Crisis Governance in reforming the Asylum and Migration Policy of the European Union

This doctoral thesis examines the issue of crisis governance of the European Union in the context of migration developments after 2015. The author investigates how relevant EU institutions (European Commission, Council of the EU, and European Council) construct exceptionality within the common asylum and migration policy and what might be its impacts on the functionality of this policy. Theoretically, the research is based on the concept of "state of exception" originally introduced in the works of Carl Schmitt and Giorgio Agamben. The main objective of the thesis is to analyze and interpret the extraordinary migration measures from 2015 to 2018, which were proposed and implemented by the EU political actors to address the migration situation. The institutional level is further broadened and contextualized by including three EU Member State governments - Hungary, Austria, and Germany - and their involvement in the interactive shaping of emergency policies. The author studies how the exception is constructed in the EU official discourse, the relationship between exception and normality, and the exercise of power to create a state of exception at supranational/intergovernmental level of the EU as an international organization. Rok obhajoby: 2018 Abstract To complement the current research on countries' action in relation to global public goods, this dissertation examines the strength of UNFCCC Parties' emission commitments and the influence of selected factors derived from rationalism and constructivism on the strength of these commitments in two different contexts, under the Copenhagen Accord (2009) and the Paris Agreement (2015). Using a multiple linear regression analysis on the sample of 27 and 54 cases in the first and the second period, respectively, and as well as through case studies on three important UNFCCC Parties with a strong commitment and variance in values of the independent variables (the European Union, the Russian Federation, South Africa), the conclusions are as follows. Institutional aspects of the democratic deficit: The role of national parliaments in EU matters

This dissertation deals with institutional aspects of the democratic deficit of the European Union, particularly the powers of national parliaments and their capabilities to influence decision-making at the European level. The national parliaments' role in European integration became an interesting research area thanks to their greater involvement in the EU affairs in the last twenty years. However, because of the many developments of the European integration in the last twenty years (including both deepening and broadening of integration), many questions remain open. These include involvement of national parliaments both on European level and on national level; for obvious reasons, the latter has been studied less regarding the parliaments of the Member States that joined the Union in 2004 and 2007. While this dissertation deals with some aspects of the work of national parliaments of all Member States, more detailed studies are devoted to the cases of the Czech Republic, Poland and Slovakia. The phenomenon of the strong position of labour parties in Norway, Sweden and Denmark

Summary: My thesis deals with the unique phenomenon of the strong position of the labour parties in Norway, Sweden and Denmark. These parties have held a position of a dominant party in the Scandinavian party systems for several decades from the late 1930s till the 1970s which is a remarkable achievement among the Western European political parties. The phenomenon of the strong position of labour parties in Norway, Sweden and Denmark The key to the phenomenal success of the Norwegian Labor Party, the Swedish Social Democrats and the Danish Social Democrats have been particularly high party identification of voters. The success of the welfare state also lies in the widespread feeling that everyone benefits from this state policy not only the poor. These party systems had been due to its stable and unchanging character described as "frozen party systems". The frozen part of the party systems in that period represented an average of about 85% of the votes in Norway and Denmark. In the case of Sweden the figure was even higher - about 94% of all votes. In the case of Norway and Sweden, the Social Democrats as predominant party held even up to 30% more seats than the second strongest political party. In such an environment it is almost impossible for a newly established political group to enter the party system....
