Assessing the effectiveness of invested public resources to ensure the quality and availability of public cultural needs

Metodika je v prvním plánu určena správním orgánům v resortu kultury, které v rámci státní kulturní politiky zodpovídají za podporu rozvoje jednotlivých kulturních aktivit a organizací. Jde jednak o orgány státní správy a útvary krajských a městských samospráv, které jsou pověřeny praktickou realizací kulturní politiky, zpracovávají strategické rozvojové dokumenty a doporučení pro orgány místních samospráv na úrovni obcí (proto je jednou z významných částí dokumentu kapitola Zřizovatelé – poskytovatelé veřejné podpory). Metodika má dále sloužit potřebám klíčových veřejnoprávních a soukromých institucí činných v sektoru kultury – jak významných neziskových organizací, tak i soukromých subjektů – aukčních síní, galerií, divadelních souborů i hudebních těles. V druhém plánu má metodika sloužit vědeckým a výzkumným subjektům veřejnoprávního i soukromého charakteru, jak subjektům úzce zaměřeným na výzkum kultury tak i organizacím zaměřeným na řešení širších ekonomických souvislostí a dopadů kultury. Jde jak o výzkum kreativních odvětví, tak i o specifická vědecká zadání v jednotlivých ekonomických odvětvích (cestovní ruch, export kulturní produkce, mezinárodní kulturní spolupráce apod.).

Comparing approaches to improving processes in selected banks

Diploma thesis focuses on individual approaches to increase process efficiency in Czech banks. Target banks are Komerční banka, Česká spořitelna and Raiffeisenbank. Trend of bank services commoditization is forcing banks to reduce products prices and increase quality. The goal of this thesis is to compare approaches of forementioned banks and evaluate them based on pre-set criteria. After the analysis suggestions will be made. The first part diploma thesis explains process management terminology and presents specific theoretical approaches to process enhancing. The second part compares specific projects in three banks and suggests specific improvements. Diploma thesis also confirms the philosophy of continuous process improvement is valid for tertiary sector as well.
Stability indicating HPLC method for evaluation of fluoxetine

Fluoxetine-hydrochloride is a drug from the SSRI group used to treat depression of various etiologies. The basic method was adopted from the Czech Pharmacopoeia 2009. The given Pharmacopoeia method is not sufficient, as the peak of the degradation product Fluoxetine-hydrochloride interfered in the so - called dead retention time of the used column. Its quantitative determination was impossible for this reason. Development of the method consisted in adjustment of the mobile phase using gradient elution. The mobile phase was composed of a mixture of methanol, tetrahydrofuran and triethylamine solution, and it was divided into two containers. The container A consisted of the mixture (MeOH : THF) : TEA solution - 70: 30 (v/v) and the container B consisted of the mixture (MeOH : THF) : TEA solution - 5: 95 (v/v). Signaling effects of adenylate cyclase toxin action on phagocytes

The adenylate cyclase toxin (CyaA) plays a key role in the virulence of Bordetella pertussis. CyaA penetrates CR3-expressing phagocytes and catalyzes the uncontrolled conversion of cytosolic ATP to the key second messenger molecule cAMP. This paralyzes the capacity of neutrophils and macrophages to kill bacteria by oxidative burst and opsonophagocytic mechanisms. Here we show that CyaA suppresses the production of bactericidal reactive oxygen and nitrogen species in neutrophils and macrophages, respectively. The inhibition of reactive oxygen species (ROS) production is most-likely achieved by the combined PKA-dependent inhibition of PLC and Epac-dependent dysregulation of NADPH oxidase assembly. Activation of PKA or Epac interfered with fMLP-induced ROS production and the inhibition of PKA partially reversed the CyaA-mediated inhibition of ROS production. CyaA/cAMP signaling then inhibited DAG formation, while the PIP3 formation was not influenced. These results suggest that cAMP produced by CyaA influences the composition of target membranes. We further show here that cAMP signaling through the PKA pathway activates the tyrosine phosphatase SHP-1 and suppresses the production of reactive nitrogen species (RNS) in macrophages. Crime of murder and manslaughter under section 140, 141 of the criminal code

Resumé The goal of this thesis is to analyse corpora delicti of the crimes of murder and manslaughter according to sections 140 and 141 of the Criminal Code, evaluate their present application by Czech courts, and to point out possible solutions to some problematic or unclarified questions. In the beginning, the thesis concerns itself with historical development of intentional homicides in the Czech country with emphasis on great codifications of 18th and 19th century. Subsequently, the interest shifts onto the question of human life as an object of intentional homicides. The core of the thesis is a thorough analysis of the crimes of murder and manslaughter, their mutual relation, and systematic incorporation in the Criminal Code. After that, there follows a short comparative assessment of the same topic in French law according to Code pénal. Then, attention is paid to developmental stages of mentioned crimes. The chosen topic is methodologically addressed in a way that every subtopic is first examined from the doctrinal theoretical point of view, and then treated in the light of judicial practice. FIDIC Conditions of Contract and their Application in the Czech Republic

FIDIC Conditions of Contract and their Application in the Czech Republic Resume in English The goal of this thesis is, mainly by the mutual comparison, to describe the differences between each kinds of contractual forms of FIDIC and also to put the main forms into the context of their application in Czech Republic, especially by enumeration of examples of some modifications which are made through the Particular Conditions by various public employers, including the general assessment of such modifications. The basic structure of the thesis consists of two main sections, which are split into the four chapters. The content of the thesis goes from the general description of the contractual forms of FIDIC, including the brief description of organization's history, thru the international contextualization of its forms and general introduction to their application in Czech Republic, to the comparison and description of the application of each chapters of FIDIC forms in Czech and partially also in the Central Eastern European context. State Space Symmetry Reduction for TBP Analysis

Threaded Behavioral Protocols (TBP) is a specification language for modelling the behavior of software components. This thesis aims at an analysis of TBP specifications within environments which involve an unbounded replication of threads. Such a TBP specification - together with a model of the possible environments - induces infinite state space which contains a vast amount of symmetries caused by thread replication. A model checking technique addressing such a state space and reducing the symmetries by using symbolic counter abstraction is proposed. In order to utilize the symbolic counter abstraction, the properties of the TBP specifications (called provisions) are converted into thread state reachability properties. The proposed analysis is safe in the sense that it discovers all errors in the model. On the other hand, it may yield spurious errors, i.e., errors that do not correspond to any real error in the model. The spurious errors are well identified and further possibilities to reduce them are outlined. Beyond the scope of the specific specifications, this work may also present a small step towards supporting dynamic thread creation in TBP.
Barack Obama and Middle East

The thesis named Barack Obama and Middle East analyzes American foreign policy to-wards the countries of the Middle East region - Iraq, Iran and Israel. After two con-secutive terms of George W. Bush, new policies of the Obama administration are de-fined with the Middle East still in its centre. This paper answers three basic questions: What is Obama's desirable Middle East policy? In what aspects it is different from the steps of his predecessor? To what extent are the pre-election promises fulfilled? The commitments are defined from Obama's speeches and articles made during the peri-od of his candidacy and also from the recommendations of his advisors. The differen-ces between this planned foreign policy and the steps of George Bush are recapitula-ted in the next part. The third part explores the fulfilment of Obama's promises.
