Autor v textu popisuje genezi České národní rady, která se utvářela v souvislosti s přechodem na federativní uspořádání ČSSR. Na její skladbu mělo silný vliv pražské jaro 1968, a díky tomu zde vznikala specifická politická kultura, jež se ale nestačila plně rozvinout. The author describes in the text the genesis of the Czech National Council, which was formed in connection with the transition to the federal structure of the Czechoslovak Socialist Republic. Its composition was strongly influenced by the Prague Spring 1968, and as a result, a specific political culture emerged, but it was not fully developed.
