Práce se zabývá selháním a úspěchem veřejných politik s cílem otevřít toto téma v českém prostředí. Při vymezení teorií selhání a úspěchů veřejných politik vycházím především z prací Marka Bovense, Paula 't Harta a Allana McConnella, které jsou komplexním popisem znaků a dimenzí, jež je třeba při posuzování veřejné politiky vzít v potaz. Ambicí disertační práce však není pouze explorace a následné potvrzení či vyvrácení použité teorie, ale také rekonceptualizace teorie selhání a úspěchů veřejných politik, respektive její doplnění a inovování. Z tohoto důvodu je práce postavena na výzkumném designu případové studie, která za pomoci celé škály metod (kvantitativních i kvalitativních), velmi podrobně a důkladně popisuje případ typického politického selhání. Konkrétně se jedná o reformu úřadů práce, která proběhla ve dvou fázích. V roce 2011 došlo k centralizaci úřadů práce a v následujícím roce 2012 byly veřejné služby zaměstnanosti rozšířeny o všechny nepojistné sociální dávky. Analýza reformy úřadů práce hledá odpovědi na tři otázky, 1) jakým způsobem reforma selhala, 2) proč selhala a 3) jaké měla dopady. Celková struktura disertační práce tedy směřuje ke generalizování, potvrzování a budování teorie selhání a úspěchů veřejných politik. Konkrétní výsledky z případové studie jsou v závěrečné části... This thesis deals with policy failure and policy success and aims at introducing this issue into the context of the Czech Republic. The main perspective of the thesis follows approaches to analysis of policy success and policy failure developed by Mark Bovens, Paul 't Hart, and Allan McConnell. Their theoretical assumption is complex, as they evaluate the policies upon the criteria of the more general dimensions (process, program, and politics). The goal of the thesis is not only to utilize their theoretical background but also to refine and reconceptualize current theory of policy success and policy failure, respectively. The thesis is based on case study research design. The chosen case - organizational reform of labor offices - is considered as a typical policy failure. I describe and analyze in detail the selected case with a wide range of qualitative and quantitative methods. This reform was extensive and was realized in two stages. The first stage focused on the organizational structure (from decentralized to centralized management). The second stage included changes in the content of the public employment services provided by the labor offices (the newly introduced services were all non-insurance social benefits).
