[cze][eng] V důsledku ekonomické nákladnosti klasického welfare a dalších příčin došlo v evropských zemích, včetně České republiky, k zavedení aktivizačních opatření typu workfare. Jedním z nich je i veřejná služba, která je chápána jako pomoc obci formou veřejně prospěšných prací. K zavedení veřejné služby do českého právního řádu došlo v roce 2008 a od té doby prošel tento institut řadou změn, které vyústily až v jeho aktuální podobu, jež nabyla účinnosti 1. 2. 2017. Dle teorie advokačních koalic je možné v konkrétním politickém subsystému identifikovat přesvědčení politických aktérů a jejich koalice. Tato práce si klade za cíl identifikovat přesvědčení politických stran v politickém subsystému veřejné služby v České republice s důrazem na policy core beliefs a vymezit jejich advokační koalice v tomto subsystému.1 Due to the high public expenses connected with the classic welfare and other reasons, the European countries including the Czech Republic adopted certain measures falling within the workfare concept. One of them is the public service, which is construed as a help activity in favour of a municipality consisting in publicly beneficial services. The public service rule was enacted into Czech law in 2008 and has undergone several changes since that time. These changes resulted in the current legislation which became effective on 1 February 2017. According to the Advocacy Coalition Framework, it is possible within a policy subsystem to identify certain beliefs of the policy actors and their advocacy coalitions. This bachelor thesis aims to identify the beliefs of the political parties within the policy subsystem of public service in the Czech Republic with the focus on the policy core beliefs and to determine their advocacy coalitions in this subsystem.
