Tato práce se zaměřuje na sociální bydlení pro rodiny, jako na konkrétní nástroj bytové politiky k zajištění bydlení rodinám s dětmi, které jsou na volném trhu s bydlením z různých důvodů znevýhodněny. Sociální bydlení je v práci chápáno jako cesta k naplnění práva na přiměřené bydlení a zároveň jako nástroj podpory rodin v jejich funkci zajistit zdravý vývoj svých dětí v bezpečném prostředí. Cílem práce je přispět k současné diskusi ohledně tvorby státní politiky sociálního bydlení, a to prostřednictvím mapování bytové a sociální politiky na úrovni státní i lokální. Lokální sociálně-bytová politika je zkoumána konkrétně u pěti městských částí hlavního města Prahy. Tento výzkum čerpá jak z dokumentů jednotlivých městských částí, tak z rozhovorů provedených s pracovníky odborů majetku a odborů sociálních, konkrétně s vedoucími oddělení sociálně-právní ochrany dětí. Provedený výzkum ukazuje, že přístup rodin s dětmi k nástrojům lokální bytové politiky je vždy nějakým způsobem limitován. Městské části se liší v míře těchto omezení, přičemž některé opravdu nabízí řešení bytových problémů rodin se ztíženým přístupem k bydlení. Zatímco jiné tuto funkci plní jen velice málo a je tak otázkou, zda jejich nástroje bytové politiky lze stále označovat pojmem "sociální bydlení" nebo "bydlení ze sociálních... This thesis is focused on social housing for families as a specific housing policy instrument for securing housing of families with children who are for various reasons disadvantaged on the free housing market. In the thesis social housing is understood as a way towards fulfilment of the right to adequate housing and at the same time as an instrument for supporting families in their function of securing healthy development of their children in a safe environment. The aim of the thesis is to contribute to the actual debate on the creation of the state policy of social housing. It is done mainly by the mapping of housing and social policy on the state and local level. Local policy of social housing is explored particularly in five city districts of the capital city of Prague. The research draws data from documents of the city districts and interviews with the officials from property departments and social departments, in particular with the heads of child welfare sections. The research shows that the access of families with children to the instruments of local housing policy is always in some way limited. The city districts vary in the level of these limits.
