Předkládaná práce se zabývá vznikem a fungováním vyšších územních samosprávných celků v České republice a na Slovensku. Obsahuje informace o vývoji územního členění v bývalém Československu v letech 1918 - 1993, s důrazem na zavedení krajského zřízení v období komunistického režimu. Práce detailně popisuje proces vytváření krajské úrovně samosprávy v 90. letech 20. století v České republice a na Slovensku. Po roce 1993 probíhaly v parlamentech obou zemí debaty ohledně nejvhodnějšího modelu územně správního uspořádání. V České republice byly zvažovány varianty zemského zřízení a krajského zřízení, na Slovensku naopak varianty župního zřízení či krajského zřízení. Území České republiky bylo nakonec rozděleno do 14 vyšších územních samosprávných celků (13 krajů a Hlavní město Praha), území Slovenska do 8 krajů. Při zpracovávání tématu autor vychází především z detailní analýzy příslušných návrhů zákonů a ze stenografických protokolů z debat ohledně vyšších územních samosprávných celků v zákonodárných sborech obou států. Právě parlamenty jsou pro proces vytváření územního členění zcela zásadními aktéry. Vyšší územní samosprávné celky v podmínkách unitárních států totiž představují spíše uměle vytvářené jednotky vzniklé ze správních důvodů, než přirozené či historické regiony. This dissertation thesis deals with the establishment and practical functioning of the higher territorial self-governing units in the Czech Republic and in the Slovak Republic. It contains information on the development of the territorial division of former Czechoslovakia between the years 1918 and 1993, with an emphasis on the establishment of a regional system during the communist regime. The dissertation is focused on the process of the establishment of regional level of self-government in the Czech and Slovak Republic in 1990s. Debates over the most appropriate territorial and administrative division took place in parliaments of both countries after 1993. Two models of territorial division were considered in the Czech Republic - a provincial system, based on historical lands, and a regional system. Two alternatives were discussed in Slovakia - a county system and regional system. The territory of the Czech Republic was ultimately divided into 14 higher territorial self-governing units (13 regions and the Capital City of Prague), and the territory of Slovakia into 8 regions.
