Tato disertační práce zkoumá bezpečnostní politiku Evropské unie a jednoho z jejích členských států. Hledá odpověď na otázku, jestli v Evropské unii dochází ke splývání vnitřní a vnější bezpečnosti, a zejména ke stírání rozdílů mezi dvěma nejdůležitějšími bezpečnostními institucemi - policií a armádou. S využitím konceptu ideálních typů je nejprve vytvořen ideální typ rozdílu mezi těmito dvěma složkami, který je následně testovaný na skutečnosti - dvou případových studiích, Evropské unie a České republiky. Práce má tři dílčí cíle: zjistit, jestli dochází ke splývání rolí policie a armády na úrovni Evropské unie, jestli evropská integrace takový proces povzbuzuje nebo mu spíše brání s ohledem na bezpečnostní složky členských států a konečně jestli dochází ke stírání rozdílů mezi policií a armádou na úrovni členského státu. Práce dochází k závěru, že ačkoli je možné na papíře pozorovat celou řadu změn, v praxi je jejich dopad jen velmi omezený. Viditelné změny jsou způsobeny zejména důrazem na otázky vnitřní bezpečnosti, kdy se předcházení vnitřním hrozbám podřizují i aktivity doposud považované za součást vnější bezpečnosti. V podstatě všechny viditelné změny lze ovšem velmi jednoduše zvrátit v okamžiku, kdy by se změnil bezpečnostní diskurs nebo politické preference. Práce dochází k závěru, že policie a... This thesis analyses the security policy of the European Union and one of its member states. It aims at answering the question, whether internal and external security blurs in the EU, especially the differences between the two major security institutions - military and police. Using the concept of ideal types, an ideal type of a difference between the two bodies is introduced and subsequently tested on reality - on two case studies of the EU and the Czech Republic. There are three partial objectives: to find out if the roles of the military and the police blur at the level of the EU, if the European integration strengthens such blurring in the member states, and if the two bodies blur in a post-modern nation state. The thesis concludes that the real impact of declaratory changes is rather limited. Visible changes are caused by a subordination of external security concerns to prevention of internal ones. All changes are reversible easily, once the security discourse or political choices alter. The military and the police remain two distinct forces with different tasks and work methods.
