Úvod a teoretická východiska V současném výzkumu regionálního rozvoje se dostávají do popředí témata, zaměřená na institucionální kontext regionálního rozvoje *Rutten, Boekema 2007], jsou hodnoceny regionální mechanismy, vyhledávány klíčové kategorie a seskupení aktérů pro zajištění dlouhodobého posilování konkurenceschopnosti regionu *Breschi, Malerba 2007+. Teorie regionálního rozvoje pracují s různými pojetími aktérů. Tradiční neoklasické přístupy, které vychází z individualizovaného pojetí aktéra v tržním prostředí, jsou dnes často doplňovány institucionálními přístupy, zdůrazňující pojetí aktéra jako subjektu, provázaného v tržních a společenských strukturách řadou specifických mechanismů - produkčních řetězců, subdodavatelských vztahů a dalšími formálními i neformálními vazbami, které vymezují jeho tržní potenciál.
